An Outline Planning Application establishes the general principle of development on a site. It explains the amount and type of development proposed, along with possible layout, scale, landscape and access arrangements.
In April 2012, Land Securities submitted some further changes to the Outline Planning Application. These changes were made in response to the feedback received by Medway Council on the Outline Planning Application as part of its statutory consultation. The Lodge Hill Outline Planning Application comprises:
A Planning Statement |which sets out key information about the site, the reasons why it is suitable for development and any issues that need to be addressed.
A Retail Statement |which sets out details regarding the retail element of the development.
The Social Infrastructure Report |contains information on the facilities which will be needed to serve the new and existing community, such as on site educational and recreational facilities.
An Affordable Housing Strategy| explains the need for affordable housing in the area and how affordable housing will be incorporated into Lodge Hill.
The Statement of Community Involvement |describes the amount and type of consultation which has taken place over the last three years, the feedback received, and how the comments have shaped the proposals.
The Transport Assessment |looks at what impacts the scheme could have on the wider transport network and how they can be dealt with. There is also a Non-Technical Summary |of this document.
An Energy Statement |provides an assessment of the energy demand of the development and includes details on any renewable technology to be used.
The Sustainability Report |explains how the development will be environmentally sustainable.
A Supporting Infrastructure Report |details the type of infrastructure that will be needed to support the development.
The Heritage Statement| explains how the development responds to the military heritage of the site.

The Main Text of the Environmental Statement |contains information on the environmental impacts of the development. The Non-Technical Summary |provides a summary of the key environmental impacts of the development.
An Economic Strategy |describes the economic role of Lodge Hill in the context of the wider Medway economy.
Formal Drawings| set out the upper and lower limits for the scale of development across the whole site.
Indicative Drawings set out the possible land use|, green infrastructure |and movement network |across the whole site.
